MVC TagHelper that only runs while rendering Razor (.cshtml) views.

Switch the affected strings to @StringLocalizer[...] / @ui.StringLocalizer[...],
which resolves correctly in Blazor (as already used e.g. for the
notifications button tooltip on the very same component):

- NotificationsDropDown.razor: "Notifications", "Mark all as seen",
"No new notifications", "View all"
- PosLoginCode.razor: "Signed in user", "None, just open the URL"
(adds the IStringLocalizer injection)
- XPubSelect.razor: "Account"

Also register the newly-translatable strings in Translations.Default.cs.
