What changed, and why it matters
This commit simply reorganizes which languages are labeled as 'beta' or 'incomplete' in the SeedSigner settings menu. It adds, removes, and re-categorizes language display names (for example moving Czech to beta and Greek to incomplete). There is no change to security logic, cryptography, or user data handling.
No security action needed. This is a routine localization/labeling update.

Evidence from the diff
The diff modifies only src/seedsigner/models/settings_definition.py, changing the LOCALE_* entries in a dictionary that maps locale constants to human-readable labels. Some locales are moved between ‘Beta languages’, a new ‘In Progress Languages’ section, and ‘Placeholders / Coming soon’. No constants are added or removed from the codebase; only their display strings and grouping are adjusted. No functional code paths are altered.
