docs: update changelog
What changed, and why it matters
This commit only edits the project's changelog. It corrects the nicknames of two prior releases (changing Roman numeral III to II and II to I) and updates the pull-request reference numbers for a previously released fix about including root certificates. No program code is changed, so this cannot introduce or fix any security vulnerability by itself.
No security action needed. Treat as a normal documentation cleanup commit.
