What changed, and why it matters
This commit only updates a generated text file that lists the public API surface of the Rust Bitcoin library. It records that several locktime-related types now implement standard serde serialization and deserialization traits. There is no code change, no bug fix, and no security patch in this commit itself.
No security action needed. Treat as routine documentation/API-snapshot maintenance.

Evidence from the diff
The diff modifies units/api/all-features.txt, an auto-generated API snapshot file. It adds entries showing that Height, MedianTimePast, NumberOf512Seconds, and NumberOfBlocks in the locktime modules now implement serde::Serialize, serde::Deserialize, and serde::de::DeserializeOwned. These are trait implementations, not logic changes. The actual serde code was presumably added in a prior commit; this commit merely refreshes the API text files to match the current public API.
