What changed, and why it matters
This commit is a straightforward code reorganization: it creates a new paymentsDB package and moves payment-related error definitions from the channeldb package into it. All existing error values are preserved unchanged, and callers are updated to import them from the new location. There is no functional change to how payments are processed or validated.
No security action required. Treat as routine refactoring; standard code review and CI validation are sufficient.

Evidence from the diff
The change introduces a new package payments/db containing the sentinel errors previously defined in channeldb/payments_kv_store.go. It updates all references across channeldb, lnrpc/routerrpc, and routing packages to use the new package path. Error text, semantics, and behavior remain identical. The commit also includes minor linter-driven formatting adjustments and test updates to match the new import paths.
