help: enrich help text for `-loadblock`
What changed, and why it matters
This commit only changes the user-facing help text for the `-loadblock` command-line option. It adds a note that the option cannot read obfuscated (scrambled) block files. There is no code behavior change, no bug fix, and no security-relevant change.
No security action needed. Treat as a routine documentation improvement.

A single-line documentation-only change in src/init.cpp updates the help string for -loadblock from “Imports blocks from external file on startup” to “Imports blocks from an external file on startup.
